Telegram can only send messages to mutual contacts: what is limiting you

When Telegram can only send messages to mutual contacts from your account, the limit sits on your side. Telegram has restricted the account, usually after people reported its messages as spam, and until that lifts you can write only to people who also saved your number. A different sentence, naming the other person, means their privacy setting stopped you instead. The fix depends on which one you got.

The two cases look alike, because in both the message does not go through. They have nothing else in common. One is a penalty on your account that every chat with a stranger runs into. The other is a choice one recipient made, and it says nothing about your account at all.

We make desktop software that runs many Telegram accounts, so we see this sentence more than most. No software removes it, ours included. What follows is how to read it, how to check it, and what still works while it lasts.

What does "you can only send messages to mutual contacts" mean?

When Telegram says you can only send messages to mutual contacts, it is telling you that your account is limited. The Telegram FAQ words it plainly: reported accounts can only send messages to people who have their number saved as a contact. The spam FAQ adds that you can always reply to people who write to you first. The searches telegram only send messages to mutual contacts, telegram only send to mutual contacts and telegram can only send to mutual contacts all describe this one state.

So if Telegram can only send messages to mutual contacts from one account of yours, the cause is that account's history, not your phone or app. It is not a ban. You can still log in, read every chat, post in groups where you are a member and reply to anyone who writes to you first. What you lose is the first message to a stranger, which is exactly the message spam reports are about. A limited account also cannot create new groups or channels while the limit lasts, which surprises people who try to route around it that way.

Mutual contacts in Telegram, defined

Mutual contacts in Telegram are two accounts that have each other saved in their contact lists. Saving someone's number makes them your contact. They become a mutual contact only when they have saved yours too. Telegram marks this on the contact itself, and the app uses it in several privacy rules, not only this one.

So telegram only mutual contacts is narrower than it sounds. Adding a stranger's number to your phone book does not help, because they have not added you. Mutual contacts telegram style means a relationship that already existed before the limit, such as family, colleagues or friends who kept your number. If you need the mechanics of saving someone by username, number or QR code, this guide to adding a person on Telegram covers each route.

Is it a limit on your account or the other person's privacy setting?

Read the exact words. A message that says you can only send messages to mutual contacts, with no name in it, comes from your account's status. A message that names the person, or a chat that shows an unlock or Premium notice instead of a text box, comes from their settings. Since a January 2024 update, Premium users can choose who may start a chat with them, and some limit it to their contacts and other Premium users. A 2025 update added a second option: charging non-contacts a fee in Stars for each message.

What you seeCauseWho can change itWhat to do

Nothing seems to arrive and they never replyYou may be blockedThe recipientNothing to fix on your side
Adding someone to a group failsTheir "who can add me" settingThe recipientSend an invite link instead

The second row is the one people mean by telegram block non contacts. It is a setting, not a block list, and in Telegram's own announcement it is a Premium option. Premium on your side gets you past it, because those users accept messages from Premium accounts. Nothing in Telegram's documentation says Premium lifts a spam limit on your own account. Our note on which privacy keys Telegram exposes and how they apply across accounts lists where it sits next to the phone number and group-invite rules. A real block is different again. It is aimed at one person, and the blocked side gets no notice, much like a user who silences a bot instead of blocking it leaves no trace for the bot to read.

When telegram can't send messages to non contacts on every attempt, from every chat, it is the first row, and the same holds when telegram can't message non contacts even after you saved their numbers. When telegram cannot send messages to non contacts only for certain people, it is the second. And when telegram cannot send messages to non-contacts but other accounts on the same phone can, the limit is attached to that one account, not to the device.

The same cases, as error codes

If you run accounts through a client built on Telegram's API, the cases arrive as named errors, listed on Telegram's API errors page. PEER_FLOOD means the sending account is spam-reported and should check @SpamBot; it is the code behind the mutual contacts sentence. PRIVACY_PREMIUM_REQUIRED means the recipient accepts new chats only from contacts and Premium users. USER_IS_BLOCKED means that person blocked you. USER_PRIVACY_RESTRICTED and USER_NOT_MUTUAL_CONTACT come back when you add someone to a group or channel, not when you send a direct message, so reading them as a DM limit leads to the wrong fix. A FLOOD_WAIT with a number of seconds is a short pause on a request type, not a restriction at all.

How do you check the limit and get it lifted?

Telegram gives one official place to see an account's status, and it is a bot run by Telegram itself. These steps work in any app:

  1. Search for @SpamBot in the app and start it. Check that it is the verified bot, because copies with similar names exist.
  2. Send /start. If the account is clean, it says so. If it is limited, it says the account is restricted. Users report that a temporary limit comes with a date.
  3. Wait. Writing to strangers in the meantime tends to produce new reports, and Telegram says repeated offences lead to longer limits.
  4. If you are sure you broke no rules, tell the bot what happened. Answer its questions honestly and briefly.
  5. Do not ask for an early release. Telegram's spam FAQ says that is impossible.
  6. After the limit lifts, change what led to it. A first message to people who did not expect it is the pattern that gets reported.

Waiting is the only fix Telegram offers.

How long it lasts is only loosely published. The spam FAQ says a first offence means the account is limited for a few days or so, and that repeats bring longer periods. Durations of a week, a month or longer circulate among users, but those are observations, not figures Telegram has stated.

New accounts are the ones that hit it most, sometimes before they send anything. The spam FAQ names two reasons: a number's previous owner may have been reported, and virtual or VoIP numbers can trigger what Telegram itself calls an overly harsh response. A fresh number with no history, writing first to people it has never met, also looks like the accounts spam reports are aimed at. That is the problem warming up a new account with ordinary activity tries to address, and it is worth reading what warmup changes before assuming it makes cold messages safe. It does not.

How do you message non contacts on Telegram without tripping the limit?

On an account that is not limited, how to message non contacts on Telegram is simple: find the profile and write. A username opens a chat with no number involved, so the answer to can you message someone on telegram without number is yes, if they have a username or you share a group. Tap their name in the group, open the profile and send. This is also how to send messages to non mutual contacts on telegram without saving anyone first.

For how to send message on telegram without saving number, Telegram supports a t.me link with the number in it, and it opens a chat only if that person allows others to find them by number. We wrote up when the number link opens a chat and when it shows nothing, including why it fails silently. The same rule covers how to send message on telegram without number in the other direction: a username is enough, and a number is not required at all.

Telegram send message by phone number works one way in the app. You save the number as a contact, and if it belongs to an account that lets you find it, the chat appears. For long lists that becomes contact import, which runs into its own limits; the piece on importing contacts automatically from a file or a sync covers what the import call accepts and where it stops matching.

How to send message to mutual contact on telegram, by contrast, needs nothing special. Open the chat and type, even while the account is limited. Telegram send message to mutual contacts keeps working because the restriction only applies to people outside that circle. The phrase you can send message to mutual contact telegram shows in some app translations of the same notice; it means the same thing.

Can you add non-contacts to a group, or start one with nobody in it?

How to add non contacts to telegram group depends on the person's "who can add me to groups" setting. If they allow everybody, an admin can add them from search or from another group. If they allow only contacts, the add fails, and recent app versions then suggest sending them an invite link instead. That link is the reliable route. It works for anyone, and they choose whether to join.

The member picker is the obstacle in how to create a telegram group without adding contacts. Telegram's group-creation call expects at least one other user, so apps that follow it ask you to pick someone. Pick one person you trust, or a second account of your own, create the group, share its invite link and remove the placeholder afterwards. If you only need to broadcast, a channel needs no members to exist. Either way, how to create telegram group without adding contacts comes down to the invite link, not the picker.

Adding many people at once is where privacy settings bite hardest. Our walkthrough of getting a whole contact list into one group shows how many adds fail for setting reasons alone. Group posting from many accounts is a separate question with its own risks, covered in how drip posting from several accounts works and where admins push back. The same goes for bot starts. A bot cannot write to a user who never started it, and whether a referral bot counts starts sent from other accounts is a question of its own.

Can you make a Telegram account without a number?

Not without some number. Telegram signs every account up with a phone number. The one official exception is an anonymous number bought on Fragment, a +888 number that is not tied to a SIM card. Telegram announced it in December 2022, and an account made that way never touches a mobile carrier. That is the honest answer to how create telegram account without number: you replace the SIM number with a purchased one, you do not skip it.

A telegram account without number in the everyday sense does not exist. Virtual numbers from SMS services do work for sign-up, but they are recycled, and an account on a number someone else later receives can be taken over by that person. The same Fragment market also sells usernames, which is a different product, and what a username claim bot can and cannot take explains why an inactive name is not free for the taking.

So how to create multiple telegram accounts without number has no real answer either. Each account needs its own number. The apps allow a few accounts side by side, and the details of how many accounts one app holds and what changes past that are worth knowing before buying numbers. Beyond the app's own limit, people keep accounts as session files, and the four ways to manage a pool of sessions compares them. Moving those accounts between tools is where formats matter, and what a session-to-tdata conversion actually carries over covers it.

What more accounts do not fix

Running several accounts does not get around this limit. Each account is judged on the reports its own messages receive. Spread cold messages across ten accounts and you get ten limited accounts, often faster, because new accounts start with no history at all. Software that shows all of them at once, like the multi-account inbox that keeps replies from many accounts in one view, helps you answer people who wrote back. It does not make strangers more willing to receive a first message.

That is the line for any tool here. Our software has a module that asks @SpamBot about every account in the list, so you can see which are limited and leave them out of a send. It cannot lift a limit, raise one, or decide who wants to hear from you. Unsolicited bulk messages are also against Telegram's Terms of Service, whatever tool sends them. If you want a fair picture of what desktop tools can do in this space and where they stop, what Telegram software automates and what stays manual is the plain version.

Questions

Mutual contacts and non-contacts, briefly

Why does Telegram say you can only send messages to mutual contacts?
Telegram says you can only send messages to mutual contacts when your account has been limited, usually because people reported its messages as spam. You can still read, reply and post in groups, but you cannot start a chat with someone who has not saved your number too.
How long does the mutual contacts limit last on Telegram?
Telegram's spam FAQ says a first offence limits the account for a few days or so, and repeated offences for longer. It gives no exact figures. Check @SpamBot for your account's status, and do not expect it to end the limit early, because Telegram says that is impossible.
Is it a block when I cannot message one person?
Usually not. If only one person is affected and the notice names them, they are a Premium user who accepts new chats only from contacts and Premium users. That is a privacy choice, and it applies to everyone outside their contacts, not just to you.
How do I message non contacts on Telegram?
Find them by username or through a group you share, open the profile and write. No phone number is needed. If your account is limited to mutual contacts, wait for the limit to lift first, because new cold messages tend to bring new reports.
Can I create a Telegram account without a phone number?
Only with an anonymous +888 number bought on Fragment, which Telegram added in December 2022. Every other account needs a phone number. Recycled virtual numbers work for sign-up but can later let someone else into the account.
How do I add someone to a Telegram group if they are not a contact?
Add them directly if their settings allow anyone to add them. If the add fails, send the group's invite link, which Telegram offers automatically. They decide whether to join, and the link works no matter what their contact settings are.
