Bulk messaging services, and the four ways Telegram does the same job

Bulk messaging services rent you a gateway: you upload a list, the provider pushes one message to every number, and you pay per message. Telegram has no such gateway. A mass messaging service on Telegram is one of four things instead, a channel, a bot, your own accounts or someone else's accounts, and each one decides who you can reach and what it costs.

Search for bulk messaging services and nearly every result is about SMS. That makes sense, because text messaging is where the category was built: carriers, sender registration, per-message prices and delivery reports. Telegram works differently at every one of those points, and most of the confusion people bring to it comes from expecting an SMS-style provider that does not exist.

This guide compares the two models, walks through the four Telegram routes and what each costs, and ends with where software like ours fits and where it does not.

What is bulk messaging, and what does a bulk messaging service sell?

So, what is bulk messaging in the plain sense? One message sent to a large list of recipients at once, usually promotions, reminders or alerts. A bulk messaging service is the business that does the sending. You bring the list and the text; the bulk message provider brings the connection to the carriers, the throughput and the delivery reports. Most of the market calls itself a bulk messaging platform or a mass messaging platform, and underneath the branding they sell the same thing.

The core of any bulk messaging system is the bulk messaging gateway, the connection that turns an API call or a CSV upload into thousands of carrier messages. A bulk message service provider adds a dashboard, contact lists, scheduling and opt-out handling on top. The bulk messaging software you log into is a front end. The gateway is the product, and it is why SMS is priced per message. Everything else is packaging.

SMS pricing, one segment at a time

Bulk message cost on SMS is counted in segments. Twilio's US price list, as of October 2026, shows a base rate per segment plus a separate carrier fee per message, and a sender registration fee on top. Resellers sell the same thing as a bulk message pack: you prepay a block of credits and the bulk message price per credit falls as the block grows. Either way, the bulk messaging cost scales with every recipient, and consent is the buyer's problem: providers require that the people on the list opted in.

So a bulk messaging tool in the SMS sense is cheap to start and expensive to scale. A list of 50,000 numbers costs roughly the same to reach every single time you send.

Is there a bulk messaging gateway for Telegram?

No. Telegram sells no sending capacity to anyone, so there is no carrier, no sender ID to register and no per-message bill for ordinary messages. What exists instead are the app's own features and the open API, and every mass messaging system built on Telegram is one of four routes through them. Which route a tool uses matters more than its name, because marketing software built on a bot behaves nothing like software built on accounts.

RouteWho it reachesCost to sendDocumented limitMain risk
SMS gateway (for comparison)Any phone number on your listPer message, plus carrier feesSet by the provider and carriersConsent rules and the bill
ChannelPeople who chose to subscribeFreeUnlimited subscribersGrowing the audience is slow

Your own accountsAnyone whose privacy settings allow itAccounts, software, your timeNone publishedReports, then a spam limit
Someone else's accountsWhatever list they send toPer campaignNone publishedYour brand on their spam

Read the third column against the first row. On Telegram the sending itself is free on every route; what you pay for is reach. The cheaper a route is to send through, the more it depends on people having asked for your messages first.

Which mass messaging app or platform fits which audience?

The audience decides it, not the feature list. The question to answer first is whether the people you want to reach have already opted in to hear from you on Telegram, and in which form.

A channel is the free mass messaging service

If your readers will subscribe, a channel is the only free mass messaging service on Telegram with no ceiling. The Telegram FAQ describes channels as a tool for broadcasting to large audiences and says a channel can have an unlimited number of subscribers. Every post reaches all of them, there is no per-recipient charge, and nobody can report a post they subscribed to as unsolicited. Teams that run several audiences often end up creating channels and groups in batches rather than one at a time. The catch is growth: a channel reaches only the people who found it.

A bot reaches people who started it

A bot is the closest thing to a bulk messaging service with an official rate. The Bots FAQ says bots can message their users at no cost and can broadcast about 30 messages per second in bulk. With paid broadcasts enabled in BotFather, a bot can reach 1,000 per second, paying 0.1 Stars for each message above the free 30, and only bots with 100,000 Stars on balance and 100,000 monthly active users qualify. The hard rule sits elsewhere. The bot platform overview says bots cannot start conversations; a user has to message them first. That is why a mass DM bot cannot send to strangers, whatever its sales page says, and since pressing Stop in a bot chat blocks the bot, a bot that over-sends shrinks its own list.

Accounts reach everyone else

Every mass message app that promises to reach people who never subscribed is running user accounts, not a bot. An account can write first to anyone whose privacy settings allow it, which is the whole appeal and the whole risk. A single phone can hold several logins, and how many accounts one app holds is the first wall a team meets; the rest of this article is mostly about this route, because it is the one that gets accounts limited.

What does bulk messaging cost on Telegram, and is any of it free?

Sending is free, so the bulk message cost moves somewhere else. A channel costs the time spent growing subscribers. A bot costs development, plus Stars if you outgrow 30 messages per second. Accounts cost the accounts themselves, the proxies they log in through, the software that runs them and the accounts you lose along the way. There is no bulk message pack to buy and no per-recipient fee, which is why an SMS comparison per 10,000 messages does not translate cleanly.

Free bulk messaging apps and online senders

Bulk messaging free options exist on all three routes, with different strings attached. Channels and bots are genuinely free to send through. Searches for a bulk message sender free online, a bulk messaging free online tool or a bulk message sender online free usually land on web pages that ask for your phone number and login code, which hands a stranger's server your session. A bulk message sender extension works differently: it drives the Telegram Web tab you are already logged into, one chat at a time, so it is as slow as you are and shares your one account's limits.

A free bulk messaging app or free bulk messaging service for accounts tends to be paid for in one of three ways: a cap on recipients, ads, or access to the sessions you load into it. A bulk message app free to download, a bulk messaging app free for the first few hundred sends, a bulk message service free for a trial week: the label changes, the mechanics do not. Bulk messages for free are still sent by your account, so any bulk message free offer carries the same spam-limit risk as a paid one. Bulk messaging software free of charge is fine to test with a spare account. Mass messaging free of consequences does not exist on any route.

Where the money goes in a paid bulk messaging app

A paid bulk messaging app or bulk message sending software earns its price in management, not reach. Telegram Solutions, the panel this site sells, is a Windows desktop app at $120 a month (plans and payment) that runs the accounts you bring. It does not add a gateway, buy reach or raise any limit, because there is no gateway to add. What it adds is a queue, pacing, per-account logs and the other jobs Telegram software tools automate, such as session checks and warmup.

How do you bulk message from your own accounts without losing them?

Learning how to bulk message on Telegram from accounts comes down to three things: a list you have a reason to message, accounts that look like ordinary use, and a pace that stops at the first sign of trouble.

Build the list from people with a reason to hear from you

A send list holds usernames or numeric IDs. How a user ID differs from a chat ID matters here, because a sender resolves each entry to a user before it can write. Teams with a customer phone list can check which numbers have a Telegram account first, and only people who saved your number or share a group are visible that way. Lists pulled from groups are a weaker signal: a group scraper sees only what any member sees, and people who actually comment in a group are a smaller, warmer list than every name in the member count. Sometimes the better move is not a DM at all; putting your saved contacts into one group reaches them with one post.

Prepare the accounts

Telegram's spam FAQ says new accounts can be limited before they send anything, for reasons such as numbers from virtual phone services. Age and ordinary history help, and checking when an account was created tells you which ones to hold back. An activity bot that keeps accounts in normal use changes how an account behaves between runs. Neither changes how recipients react to a message they did not ask for.

Send, read the errors, stop early

Each account sends at its own pace and reads every refusal. A FLOOD_WAIT error names the seconds to wait, as Telegram's API error reference describes it, and the right response is to wait exactly that long. PEER_FLOOD has no timer and usually means the account is already limited for messaging strangers. Messages formatted with buttons through PostBot codes sent from an account count as that account's own messages. Any bulk message sender app that keeps going through these errors is spending accounts. The walkthrough below shows the Mass DM module doing the steps above in the app: picking accounts, loading a list, setting delays and reading the run log.

In the panel's source we reviewed, the Mass DM module logs each FLOOD_WAIT with its seconds against the account, and stops that account at the first PEER_FLOOD rather than moving on to the next name.

Which is the best bulk messaging service for Telegram?

Unlike SMS bulk messaging services, none of these routes sells you reach, so the best bulk messaging service is the cheapest route your audience allows. If they will subscribe, a channel. If they already talk to you through a bot, the bot, paced under 30 messages per second. Only for people outside both does an account panel make sense, and even then for messages those people have a reason to expect. The best mass messaging app for one team is the wrong one for another, and any list of the best bulk messaging app picks that ignores who receives the messages is ranking the wrong thing.

Two kinds of service deserve a warning. Done-for-you mass message sender services send from their own accounts to their own lists, so your brand rides on whatever they send, and you cannot see the replies or the reports. And sellers of mass report bots work the same machinery in reverse; reports are what end a bulk campaign, which is why a run that annoys people ends quickly. The best bulk message sender is one that stops when Telegram says stop.

The honest limit applies to every option, ours included. No bulk message sender software, mass messaging software or bulk message sending app raises Telegram's limits or makes unwanted messages welcome. Telegram's Terms of Service forbid using the service to send spam, and its spam FAQ asks people to contact others only when they are sure the messages are expected. A limited account can still message people who saved its number and can always reply to anyone who writes first. A first limit usually lasts a few days, and repeated ones last longer.

Questions

Bulk messaging questions, answered for Telegram

What is bulk messaging?
Bulk messaging is sending one message to a large list of recipients at once. On SMS it runs through a provider's gateway and is billed per message. On Telegram there is no gateway: the same job is done by a channel, a bot, or user accounts, and sending itself is free.
Is there a free mass messaging service on Telegram?
Yes, two. A channel reaches any number of subscribers at no cost, and a bot can message the users who started it for free at about 30 messages per second. Both only reach people who opted in. Reaching strangers needs user accounts, and that route costs accounts and risks spam limits.
How much does a bulk messaging service cost compared with Telegram?
SMS providers charge per message segment plus carrier fees, so cost grows with every recipient. Telegram charges nothing per message. Bots pay 0.1 Stars per message only above 30 per second with paid broadcasts. Account-based sending costs the accounts, proxies and software instead.
Can a bulk message sender bot message people who never started it?
No. Telegram's bot documentation says bots cannot start conversations; a user has to message the bot or add it to a group first. Paid broadcasts raise a bot's speed, not who it can reach.
Is a bulk message sender extension safe to use?
An extension drives the Telegram Web tab you are logged into, so it uses your real account and its limits. It is as safe as the messages you send with it. An online sender that asks for your phone number and login code is riskier, because it takes control of your session.
Does bulk messaging software raise Telegram's limits?
No. Flood waits, bot rate limits and spam restrictions are applied on Telegram's servers. Software can pace sends, log errors and stop an account when it is limited, but it cannot lift a limit or stop recipients from reporting messages they did not want.
